ANALISIS DISKREPANSI PELAKSANAAN KOMPETENSI KEPALA SEKOLAH BERBASIS PERMENDIKNAS NOMOR 13 TAHUN 2007 DI LINGKUNGAN SEKOLAH DASAR SERAYA TIMUR, KECAMATAN KARANGASEM
Abstract
Penelitian ini bertujuan untuk mengukur diskrepansi atau kesenjangan yang terjadi dalam pelaksanaan kompetensi kepala sekolah berbasis permendiknas nomor 13 tahun 2007 dilingkungan sekolah dasar Seraya Timur, Kecamatan Karangasem. Penelitian ini merupakan penelitian deskriptif kualitatif yang menggunakan model kesenjangan (Deskrepancy Model). Semua variabel diukur dengan kuisioner dan observasi mendalam di sekolah dasar Seraya Timur, Kecamatan Karangasem dengan sampel random sebanyak 40 orang guru. Data yang berupa skor variabel pelaksanaan kompetensi kepala sekolah dianalisis dengan menggunakan prosedur uji tanda berjenjang Wilcoxom kemudian dengan mencari tanda beda dan besarnya beda dengan standar acuan yang telah ditetapkan. Hasil analisis sebagai berikut : (1) dimensi kepribadian kepala sekolah tidak terjadi kesenjangan dengan skor rata-rata adalah 88,45 dengan besar beda sebanyak 13,45 dan tanda beda positif ( + ), (2) dimensi manajerial kepala sekolah terjadi kesenjangan kategori kecil dengan skor rata-rata adalah 48,90 dengan besar beda sebesar 26,10 dan tanda beda negatif ( - ), (3) dimensi kewirausahaan kepala sekolah tejadi kesenjangan kategori kecil dengan skor rata-rata adalah 59,50 dengan besar beda sebanyak 15,50 dan tanda beda negatif ( - ), (4) dimensi supervisi kepala sekolah terjadi kesenjangan kategori kecil dengan skor rata-rata adalah 51,50 dengan besar beda sebesar 23,50 dan tanda beda negatif ( - ), (5) dimensi sosial kepala sekolah tidak terjadi kesenjangan dengan diperoleh skor rata-rata adalah 77,75 dengan besar beda sebesar 2,75 dan tanda beda positif ( + ).

The purpose of this research is to measure discrepancy or the gap happened in conducting competency of the headmaster based on the Permendiknas Nomor 13 of 2007 in the level of elementary school area in East Seraya subdistrict of Karangasem. It is descriptive qualitative research using discrepancy model. All of variables are measured by using questioner and deeply observation in elementary school level in East Seraya by taking random sampling of 40 teachers. The data were in the form of variable scores of headmaster competency were analyzed by using gradual wilcoxom procedure then by looking for the differenced code that the magnitude of the differences with the standard was different with the standard that had been referenced on the setting. The analyzing result shown such as : (1) personal dimension of headmaster was not occurred a gap, it reach the average score of 88,45 with the difference amount of 13,45 that had positive (+), (2) managerial dimension of the headmaster was occurred a gap but in small categories with average score of 49,90 with difference amount of 26,10 that had negative (-), (3) entrepreneurial competency of headmaster was occurred a gap but in small category with average score 59,50 with differentiation 15,50 that had negative (-), (4) the dimension of headmaster supervision was occurred a small category with everage score of 51,50 with differentiation 23,50 that had negative (-), (5) social dimension was not occurred a gap with the average score of 77,75 with differentiation 2,75 that had positive ( + ).
