PERAN DAN POSISI KEPEMIMPINAN KEPALA SEKOLAH DALAM UPAYA PENINGKATAN KUALITAS SUMBER DAYA GURU DAN PEGAWAI DI SD 1 SULANGAI
Abstract
Penelitian ini bertujuan untuk mengkaji posisi dan peran kepala sekolah SD No.1 Sulangai dalam meningkatkan kualitas sumber daya manusia, terutama guru dan pegawai dalam rangka memenuhi tuntutan sekolah. Penelitian ini menggunakan rancangan penelitian ini menggunakan pendekatan kualitatif. Walaupun demikian, data kualitatif pada penelitian ini masih dibutuhkan dan digunakan untuk memperkuat argumentasi serta mempertajam analisis. Sampel dalam penelitian ini berjumlah 12 orang yang terdiri dari kepala sekolah, wakil kepala sekolah, guru dan pegawai. Kajian ini dilakukan dengan menggunakan metode wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) Peran kepala sekolah sangat penting, hal tersebut mencakup peran mediator dan fasilitator, (2) Posisi kepala sekolah mencakup didepan mampu menjadi tauladan bagi warga sekolah, terutama bagi guru-guru dan pegawai, di tengah-tengah membangkitkan atau menggugah semangat bagi warga sekolah, dan di belakang menjadi pendukung dan mengawasi guru-guru dan pegawai. (3) Faktor pendorong dari segi manajerial kepala sekolah yang baik, tanggung jawab kepala sekolah yang baik, dan gaya kepemimpinan kepala sekolah. Sedangkan faktor penghambatnya yaitu kurangnya efektifitas pendidikan, kurangnya pengawasan kepala sekolah, kurangnya konsistensi pengajaran, sistem pendidikan yang kurang baik, dan rendahnya kualitas sarana dan prasarana. (4) Profil gaya kepemimpinan kepala sekolah SD No.1 Sulangai adalah gaya kharismatik. (5) Upaya yang dilakukan untuk mengatasi faktor penghambat kualitas sumber daya guru dan pegawai di SD No.1 Sulangai adalah dengan menekankan kepada guru-gurunya dan pegawai di sekolah harus memiliki tujuan pendidikan yang jelas sebelum kegiatan pembelajaran, melaksanakan pengawasan terhadap guru-guru dan pegawai yang ada di SD No.1 Sulangai, melakukan pembenahan terhadap proses pembelajaran yang ada, dan melakukan perbaikan terhadap kondisi gedung yang rusak, kepemilikan dan penggunaan media belajar harus lebih ditingkatkan lagi, buku perpustakaan harus lengkap.

This study aims to assess the position and role of primary school principals 1 Sulangai in improving the quality of human resources, especially teachers and staff in order to meet the demands of school. This study uses the design of this study used a qualitative approach. Nevertheless, the qualitative data in this study is still needed and used to strengthen the argument as well as sharpen the analysis. The sample in this study amounted to 12 people consisting of principals, vice-principals, teachers and staff. The study was conducted using interviews and documentation. The results showed that (1) The principal's role is very important, it covers the role of mediator and facilitator, (2) The position of principals include front capable of being a role model for people in schools, especially for teachers and employees, in the midst of raising or inspire the spirit of the school community, and in the rear supporting and supervising teachers and employees. (3) The driving factor in terms of managerial principals are good, the responsibility of the head of a good school, and the principal's leadership style. Meanwhile, the inhibiting factor is the lack of effectiveness of education, lack of supervision of the principal, the lack of consistency of teaching, poor education system, and poor quality of facilities and infrastructure. (4) Profile elementary school principal's leadership style 1 Sulangai is charismatic style. (5) Efforts are being made to overcome the inhibiting factors resource quality teachers and staff in SD 1 Sulangai is to emphasize to teachers and school staff must have a clear educational goals before learning activities, carry out the supervision of teachers and employees in SD 1 Sulangai, to make improvements to the existing learning processes, and make improvements to the condition of the damaged building, ownership and use of the media should be further enhanced learning, library books must complete.
