Studi Evaluasi Pelaksanaan Standar Pendidik dan Tenaga Kependidikan di SMP Negeri 4 Kuta Selatan Kabupaten Badung
Abstract
Penelitian ini bertujuan untuk mengetahui efektivitas dan kesenjangan pelaksanaan standar tenaga pendidik dan tenaga kependidikan berdasarkan peraturan menteri pendidikan nasional nomor 16 tahun 2007 di SMP Negeri 4 Kuta Selatan di lihat dari variabel konteks, input, proses, dan produk serta kendala-kendala yang dihadapi dalam pelaksanaannya. Penelitian yang dilakukan termasuk penelitian evaluatif kuantitatif, yang menunjukkan prosedur dan proses pelaksanaan program di sekolah. Dalam penelitian ini menganalisis efektivitas peran masing-masing komponen sesuai dengan model CIPP (konteks, input, proses, dan produk). Populasi dalam penelitian ini adalah semua tenaga pendidik dan tenaga kependidikan di SMP Negeri 4 Kuta Selatan yang berjumlah 60 orang. Jumlah anggota sampel sebanyak 60 orang. Data dikumpulkan dengan menggunakan kuesioner. Data dianalisis dengan analisis deskriptif. Untuk menentukan efektivitas program, skor mentah ditransformasikan ke dalam T-skor kemudian diverifikasi ke dalam prototype Glickman, dan untuk kesenjangan menggunakan uji bertanda wilcoxon. Hasil analisis menemukan bahwa efektivitas pelaksanaan standar tenaga pendidik dan tenaga kependidikan berdasarkan peraturan menteri pendidikan nasional nomor 16 tahun 2007 di SMP Negeri 4 Kuta Selatan termasuk dalam katagori efektif di lihat dari variabel konteks, input, proses, dan produk dan dengan hasil positif (+ + + +). Artinya pada variabel konteks efektif, pada variabel input efektif, pada variabel proses efektif, dan variabel produk efektif. Meskipun dalam katagori efektif, namun secara umum terdapat kendala yang dihadapi dalam pelaksanaan standar tenaga pendidik dan tenaga kependidikan berdasarkan peraturan menteri pendidikan nasional nomor 16 tahun 2007 di SMP Negeri 4 Kuta Selatan adalah variabel input yaitu kualifikasi tenaga kependidikan. Berdasarkan temuan tersebut dapat disimpulkan bahwa efektivitas pelaksanaan standar tenaga pendidik dan tenaga kependidikan berdasarkan peraturan menteri pendidikan nasional nomor 16 tahun 2007 di SMP Negeri 4 Kuta Selatan tergolong dalam katagori efektif. Untuk itu disarankan: (1) melaksanakan standara pendidik dan tenaga kependidikan berdasarkan peraturan menteri pendidikan nasional nomor 16 tahun 2007 secara optimal, (2) mengutamakan kualitas dalam penyelenggaraan pendidikan, (3) meningkatkan kompetensi melalui pendidikan pelatihan, lokakarya, workshop dan seminar.

This study aims to determine the effectiveness and standard implementation gaps educators and education personnel under the rules of national education minister number 16 of 2007 in SMP Negeri 4 Kuta Selatan in view of the variable context, input, process, and product and constraints faced in the implementation . Research conducted including quantitative evaluative research, which shows the procedure and process of implementation of the program at the school. In this study analyzed the effectiveness of the role of each component in accordance with the model CIPP (context, input, process, and product). The population in this study are all educators and educators in SMP Negeri 4 Kuta Selatan of 60 people. The number of members of a sample of 60 people. Data was collected using a questionnaire. Data were analyzed with descriptive analysis. To determine the effectiveness of the program, the raw scores are transformed into T-scores were then verified in a prototype Glickman, and for gaps marked using Wilcoxon test. The analysis finds that the effective implementation of labor standards of teachers and national education minister based regulation number 16 of 2007 on the SMP Negeri 4 Kuta Selatan included in the category effective in view of the variable context, input, process, and products and with positive results (+ + + +). That is the effective context variables, the effective input variables, the effective process variable, and the variable effective products. Although effective in the category, but in general there are obstacles encountered in the implementation of labor standards of teachers and national education minister based regulation number 16 of 2007 on the SMPNegeri 4 Kuta Selatan is the input variables are qualified educators. Based on these findings it can be concluded that the effectiveness of the implementation of labor standards of teachers and national education minister based regulation number 16 of 2007 on the SMP Negeri 4 Kuta Selatan effective classified in the category. It is suggested that: (1) perform to standard teachers and national education minister based regulation number 16 of 2007 optimally, (2) maintaining the quality in education, (3) improve educational competence through training, workshops,and seminars.
