STUDI EVALUASI TENTANG PENGGUNAAN DANA BOS DITINJAU DARI MODEL CIPP DALAM RANGKA PENINGKATAN KINERJA SEKOLAH DI SMP NEGERI 3 KUTA SELATAN

Tujuan Penelitian ini adalah untuk mengetahui untuk mengetahui besarnya kontribusi penggunaan Dana Bantuan Operasional Sekolah (BOS) ditinjau dari model CIPP dalam rangka peningkatan kinerja sekolah di SMP Negeri 3 Kuta Selatan dan kendala-kendala dalam pelaksanaannya. Untuk mencapai tujuan tersebut dilakukan pengumpulan data terhadap 50 responden yang terdiri dari 41 orang guru dan 9 orang pegawai di SMP Negeri 3 Kuta Selatan. Penelitian ini dirancang menggunakan desain ex-post facto. Data studi evaluasi tentang penggunaan Dana Bantuan Operasional Sekolah (BOS) dalam rangka peningkatan kinerja sekolah di SMP Negeri 3 Kuta Selatan diambil dengan menggunakan studi dokumentasi, observasi dan kuesioner.

Penelitian ini termasuk penelitian deskriptif dimana data diambil secara kuantitatif dan kualitiatif. Dari hasil analisis ditemukan: Kontribusi penggunaan dana BOS terhadap peningkatan sekolah di SMP Negeri 3 Kuta Selatan dari komponen kontek sebesar 71.82% berada pada kategori efektif, kontribusi penggunaan dana BOS terhadap peningkatan sekolah di SMP Negeri 3 Kuta Selatan dari komponen input sebesar 74.18% berada pada kategori efektif, kontribusi penggunaan dana BOS terhadap peningkatan sekolah di SMP Negeri 3 Kuta Selatan dari komponen proses sebesar 141.78% berada pada kategori efektif, kontribusi penggunaan dana BOS terhadap peningkatan sekolah di SMP Negeri 3 Kuta Selatan dari komponen produk sebesar 81.60% berada pada kategori efektif.

Kendala-kendala yang ditemukan: penyusunan Rencana Anggaran Program Belanja Sekolah (RAPBS) untuk menggunaan dana BOS belum melibatkan seluruh komponen sekolah, sosialisasi penggunaan dana BOS dari pihak sekolah kepada masyarakat belum optimal, pendelegasian tugas pelaksanaan penggunaan dana BOS belum optimal, prosentasi anggaran biaya setiap program belum seimbang.

ABSTRACT

This study aimed at finding out the extent of contribution of the use of school Operational Fund (SOF), viewed from CIPP model in the framework of improving school performance at SMP Negeri 3 Kuta Selatan and the constraints faced in the implementation. For the purpose of achieving the aims data were collected from 50 respondents who consisted of 41 teachers and 9 administration staff at SMP Negeri 3 Kuta Selatan. This study was designed by using ex-post facto design. The data of the evaluative study on the use of SOF in the framework of improving school performance at SMP Negeri 3 Kuta Selatan were collected through documentation, observation and questionnaire.

This study belonged to a descriptive research in which the data were collected quantitatively and qualitatively. From the analisys it was found that the contribution of SOF toward improvement of school performance at SMP Negeri 3 Kuta Selatan from contaxt component was 71.82%, falling within the effective category, the contribution of the use of SOF toward school performance at SMP Negeri 3 Kuta Selatan from the input component was 74.18%, falling within the effective category, the contribution of the use of SOF toward school performance at SMP Negeri 3 Kuta Selatan from the process component was 141.78%, falling within the effective category, the contribution of the use of SOF toward school performance at SMP Negeri 3 Kuta Selatan from the product component was 81.60%, falling within the effective category.

The constraints faced were: in writing the School Budget Plan for the use of SOF not all of the school components have been involved, the socialization on the use of SOF by the school to the community has not been optimal, the delegation of the task of implementing SOF program has not been explicit, the coordination among the heads of the program of the implementation of SOF use has not been optimal, the percentage of the budget of each program has not been balanced.
