ANALISIS KESENJANGAN KOMPETENSI PROFESIONAL GURU BK BERBASIS PERMENDIKNAS NO.27 TAHUN 2008 (STUDI PADA PARA GURU BK SMA SE- KABUPATEN TABANAN)
Abstract
Penelitian ini bertujuan untuk mengetahui tingkat kesenjangan pelaksanaan kompetensi profesional guru BK SMA sesuai dengan Permendiknas No.27 Tahun 2008 se- Kabupaten Tabanan.
Penelitian ini termasuk penelitian evaluatif dengan menggunakan model kesenjangan (Descrepancy Model). Pengukuran efektifitas pelaksanaan kompetensi professional guru BK dilakukan dengan membandingkan dua hal yang dikonfirmasikan dengan target sasaran yang merupakan acuan(standar) suatu program. Semua variabel diukur dengan instrumen berupa kuisioner. Responden penelitian berjumlah 50 orang yang berasal dari 14 sekolah di Kabupaten Tabanan yang dipilih secara utuh (studi sensus).
Penelitian ini dianalisis dengan menggunakan prosedur uji tanda jenjang bertanda Wilcoxon kemudian dicari tanda beda dan besar bedanya dengan standar yang telah ditentukan. Hasil analisis menunjukkan bahwa pada kompetensi pelaksanaan penguasan konsep dan praksis asesmen untuk memahami kondisi, kebutuhan, dan masalah konseli, kompetensi penguasaan kerangka teoritik dan praksis BK, kompetensi perancangan program BK, kompetensi penilaian proses dan hasil kegiatan BK, serta kompetensi kesadaran dan komitmen terhadap etika profesi pada SMA se-kabupaten Tabanan terdapat kesenjangan sekolah yang terkategori memiliki kesenjangan yang sangat kecil (kurang dari 20%) dan tingkat kesenjangan yang kecil (20% - 40%).Pada kompetensi pengimplementasian program BK SMA se- Kabupaten Tabanan terdapat kesenjangan yang sangat kecil (kurang dari 20%), dan tingkat kesenjangan yang kecil (20% - 40%) sedangkan pada 3 sekolah tidak terdapat kesenjangan. Kemudian pada kompetensi penguasaan konsep dan praksis penelitian SMA se- kabupaten Tabanan memiliki kesenjangan yang sangat kecil (kurang dari 20%), tingkat kesenjangan yang kecil ( 20% - 40% ) dan tingkat kesenjangan cukup besar (40% - 60%).

This study was aimed at finding out the degree of discrepancy in the implementation of the stipulation on SMA guidance and counseling teachers throughout Tabanan regency as stipulated in Permendiknas No. 27 Tahun 2008.
This study belongs to evaluative research that uses Discrepancy Model. The measurement of effectiveness in implementing the stipulation on guidance and counseling teachers’ professional competency was done by comparing two things that were confirmed with the programtarget or standard. When there was no discrepancy between the real condition and the target (standard), it was concluded that the implementation of the stipulation on the professional competency of the guidance and counseling teachers was very effective.On the other hand, when there was a high degree of discrepancy between the two, then it would be concluded that the implementation of the stipulation on professional competency of the guidance and counseling teachers was not effective. All the variables were measured with questionnaires. There were 50 respondents involved coming from 14 schools in Tabanan regency and all of them were selected ( census research).
This analysis was carried out by Wilcoxon’s Matched- Pair Sign Test. The sign of difference and the multitude of the difference were then computed by using the predetermined standard. The results indicated that in the implementation of competency of concepts mastery and praxis of assessment to understand conditions, needs, counselee’s problems, competency in mastering guidance and counseling framework and praxis, competency in designing guidance and counseling program, competence in guidance and counseling process and outcome evaluation, and competence in terms of concern and commitment to professional ethics at SMAs throughout Tabanan regency, there was a discrepancy in the schools which fell into very small discrepancy (under 20%) and a low degree of discrepancy (20-40%). In the competence in implementing SMA guidance and counseling program throughout Tabanan regency, there was a very small discrepancy ( under 20%), a low degree of discrepancy (20 -40% ) while in three schools there was no discrepancy. Then in competence in concepts mastery and research praxis at SMAs throughout Tabanan regency, there was a very small discrepancy (under 20%) , a low degree of discrepancy (20 – 40%) and a high enough degree of discrepancy (40 –60%).
