Studi Evaluatif Tentang Implementasi Program Praktik Kerja Industri (Prakerin) Pada Kompetensi Keahlian Teknik Konstruksi Bangunan Di SMK Negeri 3 Singaraja
Abstract
Penelitian ini bertujuan untuk mengkaji efektivitas pelaksanaan program prakerin, dan kendala-kendala dalam pelaksanaannya. Studi evaluasi ini dilaksanakan pada Kompetensi Keahlian Teknik Konstruksi Bangunan di SMK Negeri 3 Singaraja tahun pelajaran 2015/2016, dengan menggunakan model evaluasi CIPP dari Stufflebeam yang melibatkan 91 responden. Variabel konteks yang terdiri atas dimensi landasan hukum program prakerin, visi dan misi, tujuan dan sasaran program prakerin, dan kurikulum. Variabel input yang terdiri atas dimensi permintaan masyarakat akan pendidikan, siswa, dukungan/partisipasi masyarakat, institusi pasagan (Dunia Usaha/Dunia Industri) , dan pembiayaan. Variabel proses yang terdiri atas dimensi proses pengelolaan program, proses keberlanjutan program, kerjasama dan partisipasi, dan proses evaluasi. Variabel produk yang terdiri atas output dan outcome. Data dalam penelitian ini dikumpulkan dengan kuesioner dan wawancara. Analisis data dilakukan dengan T-Skor, dengan ketentuan jika T > 50 = tinggi, dan jika T ≤ 50 = rendah. Hasil penelitian menunjukkan bahwa evaluasi terhadap variabel konteks termasuk dalam katagori tinggi (52,75%), evaluasi terhadap variabel input termasuk dalam katagori tinggi (56,04%), evaluasi terhadap variabel proses termasuk dalam katagori tinggi (51,65%) dan evaluasi terhadap variabel produk termasuk dalam katagori tinggi (61,54%). Dengan demikian pelaksanaan Program prakerin pada Kompetensi Keahlian Teknik Konstruksi Bangunan di SMK Negeri 3 Singaraja tahun pelajaran 2015/2016 torgolong kategori sangat efektif. Kendala-kendala yang dihadapi dalam pelaksanaan program adalah : tidak meratanya industri yang ada dan cepatnya kemajuan teknologi, kurangnya motivasi belajar siswa secara mandiri dan kurangnya modal biaya siswa/orangtua, sering terjadinya ketimpangan/tidak sesuai waktu antara jadual prakerin dengan turunnya proyek pemerintah, adanya perilaku negatif siswa pendahulunya yang menyebabkan pihak DU/DI berpikir menerima siswa melaksanakan prakerin di tempat mereka, rendahnya kompetensi pengetahuan siswa yang menyebabkan kurang tertariknya pihak DU/DI menerima siswa karena dianggap mengganggu situasi/iklim kerja di industri, dan kurangnya minat dan motivasi belajar siswa yang menyebabkan rendahnya kualitas tamatan siswa Teknik Konstruksi Bangunan di SMK Negeri 3 Singaraja.

The study aimed at examining the effectiveness of the implementation of Field Industrial Practice Program and some obstacles in its implementation. This evaluative study was held at at Kompetensi Keahlian Teknik Konstruksi Bangunan in SMK Negeri 3 Singaraja the year 2015/2016. It used CIPP evaluative model from Stufflebeam which involved 91 respondents. Context variables consists of dimensions foundation law of prakerin program, the school's vision and mission, goals and objectives of prakerin program, and curriculum. Input variables consist of the public demand for education, students, society participation, partner institutions (business/industry), and financing. Process variables consist of program management process, the sustainability of the program, cooperation and participation, and evaluation process. Products variable are output and outcome. The data of the study were collected by questionnaire and interview. The data were analyzed with T-score in which if T > 50 = high and if T ≤ 50 = low.The result of the study indicated that the evaluation on context variables were high categories (52.75%), the evaluation on input variables were high categories (56.04%), the evaluation on process variables were high categories (51.65%), and evaluation on product variables were also high categories (61.54%). Therefore, Evaluations of the implementation of the Prakerin Program at Skill Competency of Building Construction Technique in SMK Negeri 3 Singaraja the year 2015/2016 was very effective. The problems faced in the application of the program were: unequal distribution of existing industries and the rapid progress of technology, lack of student motivation independently and lack of capital cost of the student / parent, frequent occurrence of lameness or does not match the time between scheduled prakerin with the decline in government projects, their negative behaviors that cause the student predecessor DU / DI think prakerin accept students carry in their place, low competence of students' knowledge is causing the lack of interest the DU/DI accept students for disturbing situation / work climate in the industry, and lack of interest and motivation of student learning for the low quality of graduate students at Kompetensi Keahlian Teknik Konstruksi Bangunan in SMK Negeri 3 Singaraja
