STANDAR NASIONAL (SSN) PADA SMP NEGERI

DI KABUPATEN LOMBOK TIMUR

ABSTRAK

Penelitian ini bertujuan untuk menemukan efektivitas implementasi program Sekolah Standar Nasional di Kabupaten Lombok Timur dan kendala yang dihadapi dalam pelaksanaannya. Untuk mencapai tujuan tersebut, dilakukan pengumpulan data pada 3 (tiga) SMP Negeri di Kabupaten Lombok Timur, yaitu SMP Negeri 1 Wanasaba, SMP Negeri 2 Sakra Timur, dan SMP Negeri 2 Selong. Rancangan penelitian ini adalah ex post facto dengan model CIPP (Konteks, Input, Proses dan Produk). Data tentang efektivitas implementasi program Sekolah Standar Nasional diambil dengan menggunakan metode kuesioner, wawancara, observasi dan dokumentasi.

Data primer yang dikumpulkan melalui kuesioner dianalisis secara deskriptif kuantitatif, sedangkan data sekunder yang dikumpulkan melalui wawancara, observasi dan dokumentasi dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa: 1) efektivitas implementasi program SSN ditinjau dari komponen konteks adalah baik, 2) efektivitas implementasi program SSN ditinjau dari komponen input adalah baik, 3) efektivitas implementasi program SSN ditinjau dari komponen proses adalah baik, 4) efektivitas implementasi program SSN ditinjau dari komponen produk adalah cukup, 5) kendala yang dihadapi dalam implementasi program SSN adalah terkait dengan pola pikir dari sebagian stakeholder yang tidak sungguh-sungguh menyikapi perubahan kebijakan pemerintah di bidang pendidikan, 6) upaya yang dilakukan dalam mengatasi masalah adalah dengan cara melakukan kerjasama antara sekolah dengan komite, dewan guru, orang tua siswa, dan tokoh masyarakat secara optimal agar seluruh stakeholder yang ada dapat mengerti dan memahami program SSN secara benar sehingga mereka mempunyai perhatian/kepedulian, kesadaran, dan tanggung jawab terhadap keberadaan dan keberlangsungan program SSN.

AN EVALUATION STUDY OF THE IMPLEMENTATION OF NATIONAL STANDARD SCHOOL (SSN) ON SECONDARY SCHOOLS IN EAST LOMBOK REGENCY

ABSTRACT

This study aimed at finding out the effectiveness of the implementation of National Standard School Program in the Regency of East Lombok and the constraints encountered in implementing the program. To meet the purposes, data from the three public junior high schools in East Lombok Regency, i.e. SMP Negeri 1 Wanasaba, SMP Negeri 2 Sakra Timur, and SMP Negeri 2 Selong were collected.  This study was ex- post facto in design with the CIPP (Context, Input, Process, and Product) model. The data were collected through questionnaire, interview, observation and documentation methods.

The data collected through questionnaire were analyzed descriptive-quantitatively; whereas the secondary data collected through interview, observation, and documentation were analyzed qualitatively.The results of the study showed that: 1) the effectiveness of the implementation of the National Standard School Program in terms of context component was  good; 2) the effectiveness of the implementation of  the National Standard School Program in terms of input component was good; 3) the effectiveness of the implementation of National Standard School Program in terms of process component was  good; 4) the effectiveness of the implementation of the National Standard School Program in terms of product component was sufficient; 5) the problems encountered in the  implementation of the program were related to the mindset of the some stakeholders who did not have commitment on addressing the changes of the government policy on education; and 6) in order to solve the problem, some efforts that can be done were: optimal collaboration between schools and committee, teachers’ assembly, students’ parents, and the leader of people optimally so that all existing stakeholders can understand the program well and have attention, awareness, and responsibility toward the existence and the sustainability of the program.
