Kata Kunci : Studi Evaluasi, Manajemen Berbasis Sekolah (MBS).   Penelitian ini bertujuan untuk menemukan efektivitas implementasi program Manajemen Berbasis Sekolah di Kabupaten Jembrana dan kendala yang dihadapi dalam pelaksanaannya. Untuk mencapai tujuan tersebut, dilakukan pengumpulan data pada 3 (tiga) SMP Negeri di Kabupaten Jembrana. Penelitian ini bersifat ex post facto. Data tentang efektivitas implementasi program Manajemen Berbasis Sekolah diambil dengan menggunakan kuesioner, wawancara, observasi dan dokumen.
Data yang dikumpulkan melalui kuesioner dianalisis secara deskriptif kuantitatif, sedangkan untuk data kualitatif (sekunder) yang dikumpulkan melalui wawancara, observasi dan dokumen dianalisis menggunakan analisis kualitatif. Dari hasil penelitian ditemukan: (1) Nilai komponen konteks adalah sebesar 4.058. Dengan demikian efektivitas komponen konteks adalah Amat Baik. (2) Nilai komponen input adalah sebesar 4,047. Dengan demikian efektivitas komponen Input adalah Amat Baik, (3) Nilai komponen proses adalah sebesar 3,904. Dengan demikian efektivitas komponen proses adalah Baik. (4) Nilai komponen produk adalah sebesar 3,823. Dengan demikian efektivitas komponen produk adalah Baik, (5) kendala yang dihadapi dalam implementasi program MBS adalah terkait dengan pola pikir dari sebagian stakeholder yang tidak sungguh-sungguh menyikapi perubahan kebijakan pemerintah di bidang pendidikan, (6) Upaya yang dilakukan dalam mengatasi masalah adalah dengan cara melakukan kerjasama antara sekolah dengan komite, dewan guru, orang tua siswa, dan tokoh masyarakat secara optimal agar seluruh stakeholder yang ada dapat mengerti dan memahami program MBS secara benar sehingga mereka mempunyai perhatian/kepedulian, kesadaran, dan tanggung jawab terhadap keberadaan dan keberlangsungan program MBS yang dapat meningkatkan mutu pendidikan.

This study aims to find out the effectiveness of the implementation of School Based Management Program in Jembrana Regency and to find out the difficulties faced in implementing the program. To achieve these objectives, data from the three State Secondary Schools in Jembrana Regency. This research is ex post facto. The data were collected using questionnaires, interviews, observation and document.  
The data collected through questionnaires were analyzed descriptively and quantitatively, whereas for the secondary data collected through interviews, observations, and document analyses were analyzed qualitatively. The result of study showed that: (1) The value of context component was 4.058. So, the effectiveness of the implementation of School Based Management Program in terms of component ‘context’ was  very good, (2) The value of input component was 4,047. So, the effectiveness of the implementation of  School Based Management Program in terms of component ‘input’ was very good, (3) The value of process component was 3,904. So, the effectiveness of the implementation of School Based Management Program in terms of component ‘process’ was  good, (4) The value of process component was 3,823. So, the effectiveness of the implementation of School Based Management Program in terms of component ‘product’ was good, (5) the problems encountered in the  implementation of School Based Management Program were linked to the mindset of some stakeholders that were not commitment in addressing the changes of the government policy on education field, and (6) in order to solve the problem, some efforts can be done such as optimal collaboration between the schools and committee, teachers’ assembly, students’ parents, and society’s leader so that all the stakeholders can understand the School Based Management Program and have attention, awareness, and responsibility to the existence and sustainability of School Based Management Program that can improve the quality of education.
