ANALISIS KESENJANGAN (DISCREPANCY) PELAKSANAAN STANDAR PROSES PADA PEMBELAJARAN TEMATIK DI KELAS PERMULAAN SEKOLAH DASAR SE-KECAMATAN KUTA KABUPATEN BADUNG PROVINSI BALI TAHUN 2011 - 2012

Abstract

ABSTRAK

Penelitian ini bertujuan untuk mengetahui kesenjangan (discrepancy) pelaksanaan standar proses pada pembelajaran tematik di kelas permulaan Sekolah Dasar se-Kecamatan Kuta Kabupaten Badung Provinsi Bali tahun 2011/2012”. Populasi dalam penelitian ini adalah guru-guru SD Negeri di Kecamatan Kuta Kabupaten Badung yang mengajar di kelas permulaan (kelas I, II, III)  tahun 2011/2012 yang berjumlah 36 orang.

Penelitian ini termasuk penelitian evaluatif dengan menggunakan model kesenjangan (discrepancy model). Pengukuran efektivitas program dilakukan dengan membandingkan antara kondisi ideal dengan kondisi riil tentang standar proses untuk satuan pendidikan dasar dan menengah. Data dalam penelitian dikumpulkan dengan menggunakan studi dokumen (silabus dan RPP) pada komponen perencanaan pembelajaran, observasi pada komponen pelaksanaan pembelajaran, studi dokumen dan observasi pada komponen penilaian pembelajaran dan kuesioner pada komponen pengawasan pembelajaran dan dianalisis dengan menggunakan prosedur uji tanda berjenjang Wilcoxom, kemudian dicari tanda beda dan besar bedanya dengan standar yang telah ditentukan.

Hasil analisis menunjukkan: secara umum pelaksanaan standar proses pada pembelajaran tematik kelas permulaan SD pada sekolah kategori SN dan RSBI di Kecamatan Kuta Kabupaten Badung  tahun 2011/2012 belum mencapai standar yang dipersyaratkan oleh standar proses (Permendiknas nomor 41 tahun 2007), terjadi kesenjangan dengan kategori sangat kecil, skor 86,48; besar beda 13,52; tanda negatif (-). Hal ini terjadi pada pelaksanaan standar proses variabel perencanaan pembelajaran dan variabel pelaksanaan pembelajaran. Sedangkan pada sekolah kategori standar telah mencapai standar yang dipersyaratkan oleh standar proses (Permendiknas nomor 41 tahun 2007), tidak terjadi kesenjangan, skor 84,79; besar beda 9,79 ; tanda positif (+).

ABSTRACT

This thesis aims at investigating the discrepancy of the implementation of  process standard on thematic learning in early year class of  elementary school in  Kuta District,  Badung Regency, Bali Province  in the year 2011/2012. The population of this study is 36 teachers of public elementary schools  in Kuta District, Badung Regency who teach in the early year classes (class I, II, III) in the academic year 2011/2012.

This is an evaluative study with discrepancy model.  The measurement of the effectiveness of the pogram was done trough comparing between the ideal condition and the real conditions of the process standard  for primary education and  secondary education. The data of this research were collected using the document study (syllabus and lesson plans) on the components of lesson planning, observation on the component of the teaching-learning process, document study and observation on the assessment system and questionnaire of the component of teaching-learning were analyzed using Wilcoxom's Rank Sign test, which then are analyzed to find out the discrepancy sign  and discrepancy value using the expected standard.

The results of the analysis show: in general the implementation of  process standard on thematic learning in early year class of  elementary school with the category of SN and RSBI in  Kuta District, has not yet reached the expected standard in the process standard (Permendiknas number 41 in 2007), there is a very low discrepancy, with the score of 86.48; discrepancy value of 13.52; with negative (-) sign . This occurred in the implementation of the standard process of lesson planning and of the implementation learning. Meanwhile, of  elementary school with standard category in has reached the expected in the process standard (Permendiknas number 41 in 2007), is no discrepancy,  with the score of 84.79; discrepancy value of  9.79; with positive (+) sign.
