PERENCANAAN STRATEGIS SISTEM INFORMASI TERPADU PADA PERGURUAN TINGGI DENGAN MENGGUNAKAN IT BALANCED SCORECARD DAN CRITICAL SUCCESS FACTORS STUDI KASUS IKIP PGRI BALI

Abstract

Perguruan tinggi perlu didukung oleh data yang terkelola dengan baik serta tersusun secara sistematis, terstruktur, dan terintegrasi sehingga informasi yang diperoleh akurat, tepat dan efisien. Penelitian yang dilakukan di IKIP PGRI Bali ini bertujuan untuk menghasilkan model perencanaan strategi sistem informasi terpadu yang selaras dengan rencana strategis organisasi perguruan tinggi dengan menganalisis lingkungan internal dan eksternal dengan memanfaatkan metode IT Balanced Scorecard dan Critical Success Factors (CSFs). IT Balanced Scorecard merupakan metode untuk mengukur kinerja SI/TI yang memiliki empat perspektif, yaitu 1) Corporate Contribution, 2) User Orientation, 3) Operational Excellence, dan 4) Future Orientation. Sementara itu, CSFs merupakan penghubung antara strategi bisnis organisasi dengan strategi sistem informasinya, memfokuskan proses perencanaan strategis sistem informasi pada area yang strategis, memprioritaskan usulan aplikasi dan mengevaluasi strategi sistem informasi. Dari hasil penelitian ini disimpulkan metode IT Balanced Scorecard dan CSFs berhasil penerapannya dalam penyusunan perencanaan bisnis SI/TI di IKIP PGRI Bali. Penelitian ini menghasilkan perencanaan sistem informasi terpadu meliputi topologi akses jaringan yang baik, database management yang saling berintegrasi dan perencanaan desain interface sesuai dengan kebutuhan laporan data di perguruan tinggi sehingga dapat diterapkan dan memberikan kontribusi terhadap organisasi.

A higher education institution needed to be supported by data and information that were managed well, compiled systematically, structural, and integrated, therefore the accurate, appropriate, and efficient information would be easy to achieve. This study conducted at IKIP PGRI Bali, the aims to produce models of integrated information systems strategic planning aligned with the organization's strategic plan of by analyzing the internal and external environment by utilizing IT Balanced Scorecard method and Critical Success Factors (CSFs). IT Balanced Scorecard is a method for measuring the performance of the IS/IT has four perspectives, namely 1) Corporate Contribution, 2) User Orientation, 3) Operational Excellence, and 4) Future Orientation. Meanwhile, CSFs links between the organization's business strategies with information systems strategy, focusing the strategic planning process in the area of information, prioritized application proposals and evaluate it. From the results concluded that IT Balanced Scorecard method and CSFs has been successfully in business plan IS/IT at IKIP PGRI Bali. This study resulted an integrated planning of information system including network access topology, integrate database management and the plan of interface design according to the data reporting requirements so that it can be applied and contribute to the organization.
