ANALISIS PEMBIAYAAN PENDIDIKAN DI SMP FIRDAUS (BOARDING SCHOOL) JEMBRANA

Abstract

ABSTRAK

Secara umum, penelitian ini bertujuan untuk mendapatkan data yang akurat dan komprehensif tentang pembiayaan pendidikan pada SMP Firdaus Jembrana. Penelitian ini bertujuan untuk mengetahui: (1) Kebijakan yang dilakukan oleh SMP Firdaus dalam mengelola pembiayaan pendidikan, (2) Tata pembiayaan di SMP Firdaus menyangkut sumber-sumber pembiayaan pendidikan, komponen-komponen yang dibiayai atau dibelanjakan dan besarannya, (3) Unit cost siswa SMP Firdaus, dan (4) Persepsi orang tua siswa SMP Firdaus mengenai biaya yang dibebankan kepada mereka.

Penelitian ini menggunakan metode deskriptif kuantitatif yang melibatkan seluruh siswa SMP Firdaus, orang tua, dan pengurus sebagai responden. Pengumpulan data dilakukan melalui teknik angket, wawancara dan dokumentasi.

Berdasarkan hasil penelitian ini ditemukan bahwa: (1) Kebijakan yang dilakukan oleh SMP Firdaus dalam mengelola pembiayaan pendidikan tercantum dalam buku “Aturan Kepegawaian dan Penggajian”, diantaranya mengenai  tunjangan gaji guru untuk anak dan atau istri, serta subsidi biaya bagi guru atau pegawai yang sakit atau melahirkan. (2) Tata pembiayaan di SMP Firdaus meliputi: a) Terdapat 5 komponen sumber dana, yaitu: iuran siswa, dana masyarakat, amal usaha yayasan, bantuan pemerintah, dan sumber lain-lain, b) Terdapat 10 komponen biaya dalam penyelenggaraan pendidikan di SMP Firdaus, yaitu: kesejahteraan, pengembangan SDM, Proses PBM, Kesiswaan, Evaluasi, daya/jasa, pemeliharaan, rumah tangga, investasi, dan lain-lain; dan c) Besaran satuan biaya pendidikan pada SMP Firdaus adalah sebesar Rp 1.083.144.050,-/sekolah/tahun, (3) Unit cost siswa SMP Firdaus sebesar Rp 11.798.003,-/siswa/tahun atau Rp 983.167,-/siswa/bulan, dan (4) Persepsi orang tua siswa SMP Firdaus tentang besaran biaya yang dikeluarkan orang tua, yaitu 76,00% menjawab biasa, 4,00% menyatakan sangat mahal dan 16,00% menyatakan mahal.

ABSTRACT

In general, this case study is intended to obtain accurate and comprehensive on the educational financing at Firdaus Junior High School, Jembrana. In particular, this study is intended to find: (1) the policies taken by the school’s management of SMP Firdaus in managing its educational funds, (2) procedures of the educational funding in respect of the educational fund resources, corresponding component to be financed and expended  and and their respective cost, (3) cost unit of the student at SMP Firdaus, and (4) perceptions of SMP Firdaus  student’s parents of the educational cost imposed upon them.

This study uses descriptive quantitative method, involving all the school students of Firdaus Junior High School, their parents, and the school’s management staff as the respondents. Data collection was conducted via a questionaire, interviews and documentation.

The findings of the study show that: (1) the policies taken by the school’s management of SMP Firdaus in managing its educational funds as described on the book of "Rules of Human Resources and Payroll", such as the teacher salary allowances for the children and or wives, as well as the subsidy cost to teachers or employees who are sick or giving birth, (2) Procedures of the educational funding in respect include: a) there are 5 fund source components at SMP Firdaus, consisting of: student’s reguler fees, funds from community, the Foundation business profit, government ducational aid, and Other, b) And there are 10 components in the educational execution at SMP Firdaus, consisting of: Welfare/Sallaries of the teachers and educational staff, HRD development, Learning (PBM) Process , Student affairs, Evaluation, Resources and services, Maintenance, House keeping, Investment and Business , and Others, c) The educational cost unit at SMP Firdaus is Rp 1,083,144,050,-/school/annum, (3) Each student unit cost at SMP Firdaus Jembrana requires Rp 11,798,003,-/annum  or Rp 983,167,-/ month, and (4) The collected Data on the responses of SMP Firdaus student’s parents towards the educational cost imposed on them: 76.00% find it reasonable. 4,00% find it too expensive and the remaining 16,00% think that it is expensive.
