STUDI EVALUASI PELAKSANAAN PROGRAM SUPERVISI AKADEMIK PADA GURU-GURU PAUD DI KECAMATAN SERIRIT
Abstract
Penelitian ini bertujuan untuk mengkaji efektivitas pelaksanaan program supervisi akademik pada Guru-guru PAUD di Kecamatan Seririt, dan kendala-kendala dalam pelaksanaannya. Studi evaluasi ini dilaksanakan pada guru-guru PAUD di Kecamatan Seririt tahun pelajaran 2014/2015, dengan menggunakan model evaluasi CIPP dari Stufflebeam yang melibatkan 76 responden. Variabel konteks yang terdiri atas dimensi landasan hukum, visi dan misi sekolah, tujuan dan sasaran supervisi akademik, dan komitmen pengawas. Variabel input yang terdiri atas dimensi kualifikasi pengawas, kompetensi supervisi pengawas, program supervisi, dan sarana dan prasarana. Variabel proses yang terdiri atas dimensi monitoring/pemantauan, supervisi/pembinaan, dan evaluasi/penilaian. Variabel produk yang terdiri atas kinerja guru. Data dalam penelitian ini dikumpulkan dengan kuesioner dan wawancara. Analisis data dilakukan dengan T-Skor, dengan ketentuan jika T ≥ 50 = positif (+), dan jika T < 50 = negatif (-). Hasil penelitian menunjukkan bahwa evaluasi terhadap variabel konteks hasilnya positif (+) dengan frekuensi kategori positif 52,63%, evaluasi terhadap variabel input hasilnya positif (+) dengan frekuensi kategori positif 55,26%, evaluasi terhadap variabel proses hasilnya positif (+) dengan frekuensi kategori positif 51,32% dan evaluasi terhadap variabel produk hasilnya positif (+) dengan frekuensi kategori negatif 51,32%. Dengan demikian pelaksanaan Program Supervisi Akademik pada guru-guru PAUD di Kecamatan Seririt torgolong kategori efektif. Kendala-kendala yang dihadapi dalam pelaksanaan program adalah : Kemampuan pengawas dalam menerapkan berbagai teknik supervisi, ketersediaan waktu pengawas dalam melakukan pemantauan/monitoring proses pembelajaran maupun dalam melakukan observasi kelas, kemampuan pengawas melakukan pembinaan terhadap kemampuan guru dalam kegiatan pembelajaran dengan memberikan contoh mengajar, pelatihan, dan konsultasi, dan kemampuan pengawas dalam menindaklanjuti hasil supervisi.

The study aimed at examining the effectiveness of the implementation of Academic Supervision Program by the teacher of PAUD in District Seririt and some obstacles in its implementation. This evaluative study was held at the teacher of PAUD in Distric Seririt in the year 2014/2015. It used CIPP evaluative model from Stufflebeam which involved 76 respondents. Context variables consists of dimensions foundation law, the school's vision and mission, goals and objectives of academic supervision, and commitment to the school principal. Input variables consist of the principal dimensions of qualification, competence supervision principals, program supervision, and facilities and infrastructure. Process variables consist of monitoring, supervision or coaching, and evaluation or assessment. Products variable are comprised of a teacher's performance. The data of the study were collected by questionnaire and interview. The data were analyzed with T-score in which if T ≥ 50 = positive (+), and if T < 50 = negative (-). The result of the study indicated that the evaluation on context variables were positive (+), with frequency of positive categories about 52.63%, the evaluation on input variables were positive (+), with frequency of positive categories about 55.26%, the evaluation on process variables were positive (+), with frequency of positive categories about 51.32%, and evaluation on product variables were negtive (-), with frequencies of positive categories about 51.32%. Therefore, Supervision of the implementation of the Program of Academic at the teacher of PAUD in the District Seririt was effective. The problems faced in the application of the program were: The ability of principals in implementing the various techniques of supervision, availability of time principals in monitoring of the learning process and the classroom observation, the principal ability to provide guidance on the ability of the teacher in the learning activities to provide examples of teaching, training, and consulting, and the ability of the supervisor in the follow up supervision.
