EFEKTIVITAS PENGGUNAAN DANA BANTUAN OPERASIONAL SEKOLAH (BOS) DITINJAU DARI MODEL CIPP DALAM KAITANNYA DENGAN PENINGKATAN KINERJA SEKOLAH PADA SD GUGUS IX MENGWI

Abstract


Penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan program dana bantuan operasional sekolah (BOS) pada SD Gugus IX Mengwi dilihat dari dimensi konteks, masukan, proses dan produk serta kendala-kendaloa yang dihadapi dalam mpelaksanaannya.
Penelitian yang dilakukan termasuk penelitian evaluatif kuantitatif , yang menunjukkan prosedur dan proses pelaksanaan program. Dalam penelitian ini menganalisis efektivitas program dengan menganalisis peran masing-masing faktor sesuai dengan model CIPP (konteks, input, proses dan produk).; Populasi dalam penelitian ini adalah Kepala Sekolah, bendahara sekolah, bendahara BOS Komite, Tenaga Perpustakaan dan 30 orang guru kelas yang mengetahui keberadaan BOS. Jumlah sampel sebanyak 66 orang. Data dikumpulkann dengan menggunakan kuesioner. Data dianalisis dengan analisis deskriftif. Untuk menentukan kualitas program, skor mentah ditransformasikan ke dalam T-skor kemudian langkah selanjutnya diverifikasi kedalam prototype Glickman. Setelah dilakukan analisis analisis ditemukan bahwa bahwa kualitas pelaksanaan program dana Bantuan Operasional Sekolah pada S D Gugus IX Mengwi kategori efektif dilihat dari dimensi konteks, input, proses dan hasil ( + + + +). Artinya; pada variable konteks efektif, pada variable input efektif, pada vriabel proses efektif dan pada variable produk efektif. Meskipun efektif, namun terdapat beberapa kendala yang dihadapi dalam pelaksanaan program adalah variable input proses dan produk.
Dari uraian di atas dapat disimpulkan bahwa kualitas pelaksanaan Program Dana BOS pada SD Gugus IX tergolong dalam kategori efektif dan disarankan: peningkatan pemahaman terhadap Program dan tujuan Dana BOS, peningkatan SDM, manajemen, sarpras, perencanaan yang matang, penyaluran tepat waktu dan program peningkatan prestasi akademik siswa dirancang sebaik-baiknya.

This study aims at investigating the effectiveness of the implementation of school operational fund support’s program at SD Gugus IX Mengwi viuwed from Context, Input,process,and Product variables.This study also aims at investigating the obstacles faced during the implementation.
The research conducted belonged to evaluative quantitative research which showed the procedure and process of implementation of the program. This study anlized the effectiveness the program by analyzing each factor’s role based on CIPP Model ( Context,input,process, and product). The population of this study was principal, vice principal, school’s finance officer, school operational fund support,s officer, the chief of school’s official, school committee,librarian,and 30 teacher who knew this fund’s existence. The sample of this study was 66 persons.The data wascollected through the implementation of questionnaires. The data was alyzed descriptively. To determine the quality of the program rough score was transformed to T value thenit was verified into prototype Gickman.
Result of the study show that the quality of the implementation of school operational fund support’s program at SD Gugus IX Mengwi is categorized as effective when it is viewed from context,input,process,and product variables wher the score is (+ + + + ). Its mean that context variable is effective, input variable is effective, process variable is effective, and product variable is effective. However, ther are some obstacles faced during the implementation input, process and product variables.
Based on the result above, it can be concluded that the quality of schools operational fund support’s program at SD Gugus IX Mengwi is categorized as effective. Therfore, it is suggested that (1) Improvement on understanding toward education policy and the goal of school operational fund support,s program, (2) Improvement on human resources, management,and facility, (3) Program Plans are arranged well, the transfer of the fund should be on time and be use of the fund should focus on the real need,and (4) the program in improving students academic achievement should designed well.
