Studi Evaluasi Pelaksanaan Program Supervisi Akademik Kepala Sekolah Dasar Negeri di Kecamatan Kuta Utara Kabupaten Badung
Abstract
Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis tentang : 1) efektivitas pelaksanaan program supervisi akademik kepala sekolah dasar negeri di Kecamatan Kuta Utara Kabupaten Badung ditinjau dari komponen konteks, masukan, proses dan hasil, dan 2) kendala-kendala yang dijumpai dalam pelaksanaan program supervisi akademik kepala sekolah dasar negeri di Kecamatan Kuta Utara Kabupaten Badung serta alternatif pemecahannya.
Penelitian ini dirancang sebagai penelitian ex-post facto dengan menggunakan model CIPP dari Stufflebeam. Variabel konteks, variabel masukan/input, variabel proses, dan hasil/produk diukur dengan menggunakan kuesioner. Pengambilan data dilakukan terhadap 26 SD Negeri di Kecamatan kuta Utara Kabupaten Badung dengan mengambil sampel penelitian sebanyak 208 orang dengan menggunakan tehnik Cluster Proportional Random Sampling didasarkan pada table Robert V. Krejcie dan daryle W. Morgan. Data Yang diperoleh selanjutnya diolah secara deskriptif kuantitatif menggunakan analisis univariat dengan criteria ideal teoritik serta dikomparasikan pula dengan menggunakan analisis skor- T. criteria yang digunakan untuk menentukan arah skor-T adalh bila T> 50 = positif (+), dan bila T < 50 = negative (-). Hasil analisis skor-T selanjutnya dikonversikan ke dalam prototipe efektivitas pelaksanaan program supervisi akademik kepala sekolah.
Hasil penelitian menunjukkan bahwa : (1) efektivitas pelaksanaan program supervisi akademik ditinjau dari komponen konteks adalah efektif dengan frekuensi positif 65,9%, (2) efektivitas pelaksanaan program supervisi akademik ditinjau dari komponen masukan adalah kurang efektif dengan frekuensi negatif 45,2%, (3) efektivitas pelaksanaan program supervisi akademik ditinjau dari komponen proses adalah efektif dengan frekuensi positif 56,3%, (4) efektivitas pelaksanaan program supervisi akademik ditinjau dari komponen hasil/produk termasuk dalam kategori efektif dengan frekuensi positif 50,76%, (5) kendala-kendala yang dihadapi antara lain: rendahnya kemampuan memanfaatkan tehnologi informasi, rendahnya kemampuan mereka dalam menerapkan berbagai tehnik supervisi, keterbatasan waktu melaksanakan supervisi, serta kemampuan kepala sekolah dalam menindaklanjuti hasil supervisi. Alternatif pemecahan masalah diarahkan untuk meminimalisir kendala-kendala yang ada antara lain melalui diklat, workshop, dan menindaklanjuti hasil supervisi.
Secara keseluruhan efektivitas pelaksanaan program supervisi akademik Kepala Sekolah Dasar di Kecamatan Kuta Utara Kabupaten Badung ditinjau dari komponen konteks, masukan/input, proses dan hasil/produk termasuk dalam kategori cukup efektif

This study aimed to describe and analyze: 1) the effectiveness of the implementation of the program of academic supervision of public elementary school principals in Kuta Utara Badung in terms of components of context, input, process and results, and 2) the obstacles encountered in the implementation of academic supervision program of public elementary school principle at the district of Kuta Utara Badung and also its alternative solutions.
This study was designed as an ex-post facto research using CIPP models of Stufflebeam. The variable context, the variable input, process variables, and results / products are measured by using a questionnaire. Data collection was performed on 26 primary schools in the Distric of Kuta Utara Badung by taking a sample as many as 208 people by using Cluster Proportional Random Sampling technique which is based on Robert V. Krejcie table and daryle W. Morgan. The data were then processed using a quantitative descriptive univariate analysis with theoretical ideal criteria and it also compared by using T. score- analysis. The criteria used to determine the direction of the T-score is when T> 50 = positive (+), and if T <50 = negative (-). The results of further analysis of the T-score is converted into a prototype effectiveness of the implementation of the principal academic supervision program.
The results showed that: (1) the effectiveness of the implementation of the program of academic supervision in term of context is effective with positive frequency of 65.9%, (2) the effectiveness of the implementation of the program of academic supervision in term of input is less effective with negatif frequency of 45.2%, ( 3) the effectiveness of the implementation of the program of academic supervision on the component of the process is effective with positive frequency of 56.3%, (4) the effectiveness of the implementation of the program of academic supervision on the products included in the category effective with positive frequencies 50.76%, (5) the problems faced by the elementary school principles, among others: poor ability to utilize information technology, low ability in applying various techniques of supervision, inadequate time to carry out supervision, as well as the ability of the principal to follow up the results of supervision. Alternative solutions geared to minimize the problems that exist among others through training, workshops, self-supervision, monitor the program, rewarding and punishing and follow up on the results of supervision.
As the conclusion, the overall effectiveness of the implementation of the program of academic supervision of elementary school principles in Kuta Utara Badung in term of context components, inputs, processes and results / products is categorized as quite effective.
