Penelitian ini bertujuan untuk menganalisis dan mengetahui efektifitas penyelenggaraan pendidikan kesetaraan program paket C (setara sma) di Pusat Kegiatan  Belajar Masyarakat (PKBM) ”Widya Sentana” kecamatan Kuta Utara  Kabupaten Badung tahun pelajaran 2011/2012 dilihat dari variabel  konteks, input, proses dan produk. Penelitian ini termasuk penelitian evaluatif, yang menunjukkan program pelaksanaan pembelajaran. Dalam  penelitian ini menganalisis evektivitas pelaksanaan pembelajaran dengan dengan  model CIPP (konteks, input, proses dan produk).

Responden dalam penelitian ini adalah pengelola, tutor, dan siswa yang berjumlah 119 orang . Data dikumpulkan dengan menggunakan kuesioner. Data dianalisis dengan analisis deskriptif. Untuk menentukan efektifitas penyelenggaraan pendidikan kesetaraan program paket c (setara sma) di Pusat Kegiatan  Belajar Masyarakat (PKBM) ”Widya Sentana” Kecamatan Kuta Utara  Kabupaten Badung tahun pelajaran 2011/2012, skor mentah ditransformasikan ke dalam Z lalu ke skor-T kemudian diverivikasi ke dalam kuadran Glickman.

Hasil analisis menemukan bahwa efektifitas penyelenggaraan pendidikan kesetaraan program paket C (setara SMA) di Pusat Kegiatan  Belajar Masyarakat (PKBM) ”Widya Sentana” Kecamatan Kuta Utara  Kabupaten Badung tahun pelajaran 2011/2012 tergolong  efektif dilihat dari variabel konteks, input, proses dan produk dengan hasil (+ + - +). Kendala yang ditemukan diantaranya kurang maksimalnya kemampuan tutor mengembangkan interaksi dengan siswa, kurang maksimalnya strategi pembelajaran, kurang maksimalnya pemberian motivasi

Sehubungan dengan temuan studi evaluatif ini, bahwa hasil analisis dari variabel konteks,input, proses dan produk secara berturut-turut menunjukkan nilai (+ + - +), dan jika dikonversikan kedalam  kuadran Glickman, maka kualitas efektifitas penyelenggaraan pendidikan kesetaraan program paket c (setara sma) di Pusat Kegiatan  Belajar Masyarakat (PKBM) ”Widya Sentana” Kecamatan Kuta Utara  Kabupaten Badung tahun pelajaran 2011/2012, tergolong efektif.  Untuk menjamin bahwa program ini lebih efektif, maka substansi  yang perlu disempurnakan adalah pada faktor proses .

Aim of this study is to analyze and find out the effectiveness of Equivalency Education Implementation Of Program Package C (Equivalent With Senior High School) at The Public Learning Activity Center (PKBM) Of "Widya Sentana" Subdistrict of North Kuta, Badung regency In 2011/2012 viewed from the context, input, process and product variable. These study category of evaluative research, that shows the implementation of learning programs. In this study analyzed the implementation of learning effectivity with CIPP model (context, input, process and product). Respondents in this study were organizer, tutors, and students so that number of sample were 119 respondents. Data were collected by using a questionnaire. Data were analyzed with descriptive analysis. To determine the effectiveness of equivalency education implementation of program package C (Equivalent With Senior High School) at The Public Learning Activity Center (PKBM) Of "Widya Sentana" Subdistrict of North Kuta, Badung regency In 2011/2012, raw scores were transformed into Z-score and then to T-Score then verify to the Glickman prototype.

The analysis found that the effectiveness of equivalency education implementation of program package C (Equivalent With Senior High School) at The Public Learning Activity Center (PKBM) Of "Widya Sentana" Subdistrict of North Kuta, Badung regency In 2011/2012 be considered effective from the variable of context, input processes and products with result of (+ + - +). The constraints are lacking of tutor’s ability to develop maximum interaction with the students, not yet optimum of learning strategies, not yet optimum of motivation

In connection with the findings of this evaluative study, the results of analysis of the context, inputs, processes and products variable respectively shows (+ + - +), and if converted into quadrants Glickman prototype, then the effectiveness of the quality of equivalency education implementation of program package C (Equivalent With Senior High School) at The Public Learning Activity Center (PKBM) Of "Widya Sentana" Subdistrict of North Kuta, Badung regency In 2011/2012 is effective. To ensure that the program is more effective, then the substance that needs to be improved is in the process factors.
