STUDI EVALUASI PELAKSANAAN PROGRAM RINTISAN SEKOLAH BERTARAF INTERNASIONAL DI SMA NEGERI 1 SINGARAJA

Abstract


ABSTRAK

Penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan program Rintisan Sekolah Berataraf Internasional di SMA Negeri 1 Singaraja ditinjau dari segi context, input, process, dan product, serta untuk mengetahui kendala-kendala yang terjadi dalam pelaksanaan program Rintisan Sekolah Bertaraf Internasional di SMAN 1 Singaraja  dengan menggunakan evaluasi model CIPP.

Data dalam penelitian ini dikumpulkan melalui metode  observasi, studi dokumen, dan metode  wawancara. Untuk menganalisis data yang terkumpul digunakan analisis univariat dengan metode deskriptif kuantitatif. Efektivitas penyelenggaraan program RSBI ditinjau dari segi context, input, process, dan product ditentukan dengan menggunakan kriterium ideal teoritik. Metode wawancara digunakan untuk mengumpulkan data tentang kendala-kendala yang terjadi dalam pelaksanaan program Rintisan Sekolah Bertaraf Internasional di SMAN 1 Singaraja dan diolah dengan analisis deskriptif kualitatif.

Hasil analisis data menunjukkan bahwa variabel context termasuk katagori sangat efektif variabel input termasuk  katagori efektif namun aspek pendidik dan tenaga kependidikan termasuk katagori kurang efektif, variabel process termasuk katagori efektif, variabel product termasuk katagori efektif,  secara umum berdasarkan analisis CIPP pelaksanaan program RSBI di SMAN 1 Singaraja termasuk katagori sangat efektif. Kendala-kendala yang terjadi dalam pelaksaan program RSBI di SMAN 1 Singaraja antara lain penggunaan bahasa inggris dalam pembelajaran, penggunaan ICT dalam pembelajaran dan manajemen, keterbatasan waktu dengan beban mengajar 24 jam, dan kelelahan  karena tidak ada konsumsi siang hari.

Sebagai implikasi kesimpulan ini akhirnya direkomendasikan beberapa hal diantaranya adalah bahwa program ini layak diteruskan, program ini perlu disempurnakan pada variabel yang belum efektif  dan perlu dievaluasi secara berkesinambungan dan hasilnya dapat digunakan sebagai rekomendasi untuk pelaksanaan program pada tahun berikutnya.

AN EVALUATIVE STUDY OF THE IMPLEMENTATION OF INTERNATIONAL LEVEL SCHOOL PIONEERING PROGRAM AT SMA NEGERI 1 SINGARAJA

ABSTRACT

 

This study aimed at finding out the effectiveness of the implementation of International Level School  Pioneering Program at SMA Negeri 1 Singaraja viewed from context, input, process and product and at finding out  the constraints encountered in the implementation of this program at SMA Negeri I  Singaraja  by using CIPP evaluation model.

The data were collected by observation, document study and interview methods. The observation method and document study were used to collect data on the effectiveness of the implementation of International Level School Pioneering Program. The data that had been collected were processed   in a univariate  analysis by   descriptive quantitative method. The effectiveness of the implementation was evaluated in terms of context, input, and product based on theoretical ideal criteria. The observation method was used to collect data on the constraints encountered in the implementation of the International Level School Pioneering  Program  at SMAN 1 Singaraja and were processed by qualitative descriptive analysis.

The results of the data analysis   showed that  the context variable fell into the very effective category, the input variable into the effective category meanwhile teachers and educational personel aspect into the less effective category, the process variable into the effective category, but some aspects were still not effective. In general, on the basis of CIPP, the implementation of the program at SMAN 1 Singaraja fell into the very effective category. The constraints encountered in the implementation of the program included the use   of English in the instruction, the use of ICT in instruction and management, limited amount of time with the 24 hours teaching load, and tiredness felt by  the teachers in attending the training in the afternoon.

As the implication of the conclusion, finally, the following points are recommended. The program is feasible to be continued and improved in some aspects which have not been effective and need to be evaluated in a sustainable way to find out the progress and obstacles of the program that can be recommended in the implementation of the program in the following year.
