ANALISIS KESENJANGAN PERILAKU KEPEMIMPINAN KEPALA SEKOLAH DINTINJAU DARI PERMENDIKNAS NOMOR 13 TAHUN 2007 DI SMP NEGERI SE-KECAMATAN MARGA
Abstract
Penelitian ini bertujuan untuk mengetahui kesenjangan perilaku kepemimpinan kepala sekolah ditinjau dari permendiknas nomor 13 tahun 2007 tentang standar kepala sekola SMP Neger se- kecamatan Marga Kabupaten Tabanan pada tahun pelajaran 2013/2014.
Penelitian ini termasuk penelitian evaluatif dengan menggunakan metode kesenjangan ( Descrepancy Model). Pengukuran efektivitas program dilakukan dengan membandingkan dua hal yang terletak pada ujung program, yaitu permulaan dan akhir pelaksanaan program, yaitu membandingkan kondisi ideal dengan kondisi riil tentang standar kepala sekolah. Variabel diukur dengan instrumen berupa kuesioner.
Hasil analisis menunjukkan bahwa pelaksanaan standar kepala sekolah ditinjau dari: (1) variabel kompetensi kepribadian kepala sekolah terjadi kesenjangan dengan kategori sangat rendah; (2) variabel kompetensi manajerial kepala sekolah terjadi kesenjangan dengan kategori sangat rendah; (3) variabel kompetensi kewirausahaan kepala sekolah terjadi kesenjangan dengan kategori sedang; (4) variabel kompetensi supervisi kepala sekolah terjadi kesenjangan dengan kategori sedang; (5) variabel kompetensi sosial kepala sekolah terjadi kesenjangan denga kategori sangat rendah. (6) variabel perilaku kepala sekolah terjadi kesenjangan dengan kategori sangat rendah. Secara umum perilaku kepala sekolah ditinjau dari permendiknas nomor 13 tahun 2007 di Kecamatan Marga Kabupaten Tabanan tahun pelajaran 2013/2014 belum mencapai standar atau kondisi ideal atau belum mencapai tujuan terminal. Terdapat kesenjangan antara kondisi riil dengan kondisi ideal dengan kategori sangat rendah.

This study was aimed at finding out the discrepancy of leadership behavior of the public junior secondary school principals throughout Tabanan regency in the school year 2013/2014 by referring to the Decree of National Education Minister No 13 in 2007 pertaining to the Standard of Public Junior Secondary School Principals.
This study belongs to evaluative research that uses discrepancy model. The measurement of program effectiveness was done by comparing two things in the ends of the program, i.e., the beginning and the end of program implementation. This was done by comparing the ideal condition to the real condition with regard to the standard of school principal. The variables were measured by questionnaires.
The results showed that when the the implementation of the school principal’s standardwas viewed (1) from the variable of personal competence of the school principals , there was a discrepancy with the very low category; (2) from the variable of school principal’s managerial competence, there was a discrepancy with the very low category; (3) from the variable of school principal’s entrepreneurship, there was a discrepancy with the medium category; (4) from the variable of school principal’s supervision, there was a discrepancy with the very low category and (6) from the variable of school principal’s behavior, there was a discrepancy with the very low category. In general, in terms of the school principal’s behavior from the point of view of the Decree of the National Education Minister No 13 in 2007, in the district of Marga of Tabanan regency in the school year 2013/2014 the standard or the ideal condition or the terminal objective has not been reached yet. There is a discrepancy between the ideal condition with the very low category.
